Abstract: Abstract The article shows the background of the implementation of cluster policy, the problem of creating cluster structures, and their role in improving the competitiveness and efficiency of the regional economy. The basic characteristics in a meaningful definition of a cluster are determined. The mechanisms of forming industrial clusters in the Voronezh region are discussed. The analysis of the main results of implementation of cluster policy in the region demonstrates the competitiveness of the regional economy and its innovative orientation.
