Abstract: Abstract The effectiveness of clusters as a form of production organization and as economic growth drivers has been proved by international experience. Any cluster is based on small and medium-sized businesses, so this makes urgent the problems of ensuring effective cooperation between SMEs as well as with large enterprises of the cluster, authorities and other organizations. These problems are particularly critical for the post-Soviet countries characterized by underdeveloped market institutes and short contemporary history of the market economy. In the present article the authors identify the problems of small and medium-sized business development in the Russian Federation and determine their possible solutions on the basis of comparative analysis of the international experience and the modern Russian model of cluster economic development.
