Abstract: Abstract The developed countries’ experience shows dependence of effectiveness of the national economy on its innovative development. Formation of the National Innovative System (hereinafter “NIS”) is the primary objective for countries taking into account availability of correlation dependences between innovation of the national economy and quality of life of the people.
