Abstract:
Abstract This chapter analyses media pluralism and diversity in European digital broadcasting through a study of access in communications markets. It is argued that the response of the European authorities to media pluralism challenges has been the implementation of detailed access regulation, coupled with reliance on competition law to keep markets open. The study reveals an interesting interaction between competition law and regulation, whereby competition law decisions have effectively regulated markets, and have triggered and shaped subsequent regulatory developments.
