Abstract: Abstract Social license to operate (SLO) is a relatively new concept for mining sector stakeholders and the general public in Mongolia. Before 1990, developed mines under central planning were automatically granted the social acceptance of mine operations. During the socialist period, public participation and voices were absent in the policy-making process. However, after the collapse of the Soviet Union, assistance from socialist countries wholly halted, and the Government of Mongolia faced an economic crisis and a large cash deficit. To overcome this financial crisis, the government introduced the “Gold Program” to promote gold mine production in 1992, when the new Constitution was approved.
