Abstract In the spring of 1862, King Wilhelm I of Prussia was having difficulties getting his budget approved by the Prussian Landtag. In an effort to resolve the issue, he appointed Otto von Bismarck as the Minister President of Prussia. It turned out to be a brilliant decision.
