Abstract Johann Rudolf Wettstein (1594–1666) stands out as the lone Swiss delegate at the Peace of Westphalia negotiations, where he secured de facto independence for the Swiss Confederation. Initially tasked with freeing Basel’s merchants from the Holy Roman Empire’s commercial court in Speyer, Wettstein broadened his mandate to include all Swiss cantons, navigating a complex web of alliances and rivalries. Despite limited funding and modest accommodations, he skillfully leveraged support from major powers such as France and Sweden, both keen to curtail the Habsburg influence, to secure Swiss exemptions that effectively ended the empire’s judicial reach over the cantons. Wettstein’s diplomacy exemplified what can be termed “entrepreneurial multistakeholder diplomacy,” marked by proactive engagement with diverse actors, adaptive coalition-building, and innovative problem-solving. His success in unifying Protestant and Catholic cantons behind a single objective strengthened his position in the broader European negotiations, culminating in an exemption that would later evolve into formal Swiss sovereignty. Though celebrated for his diplomatic achievements, Wettstein’s personal story is more nuanced. He rose from modest circumstances to become Mayor of Basel, endured financial strains and demonstrated a sometimes authoritarian leadership style, evident in his harsh treatment of peasant revolts. Nonetheless, his journey underscores how effective negotiation, grounded in strategic alliances and flexible tactics, can reshape political landscapes. His legacy offers insights for contemporary leaders, particularly in complex, multi-actor environments where balancing competing interests is key to forging durable agreements.
