Chapter 22 in Handbook on Information Technologies for Education and Training, 2008, pp 439-461 from Springer

Abstract: In addition to the widely reported digital divide between sub-Saharan Africa and the rest of the world, there also exists an ever-widening knowledge divide. It is imperative for the future economic and social development of the region that appropriate and effective measures be taken to bridge this divide. This implies that African countries need to create a critical mass of professionals who are skilled in using and adapting new knowledge and information in order to be able to (a) participate effectively in the global knowledge-based economy and (b) address many of their social, technological and political challenges. To achieve this, it has long been recognized that there is a need for these countries to invest in quality education and training at a tertiary level.
