Abstract: Abstract One of the most promising usages of ICT for development is to reduce poverty and promote broad participation, grassroots innovation, social learning, and social inclusion. This chapter calls ICT applications that are targeted for poor communities and poverty reduction, e-society or grassroots innovation. Much of these empowered local initiatives and innovations are about building the local capabilities to appropriate the new technologies to solve local needs and priorities. They are also about developing local markets, building local innovation and learning networks, creating a critical mass of users among poor communities, and developing local content.
