Abstract: Abstract This chapter first examines the sources of current gap between visions and realities of ICT in development. I suggest a schema for tailoring strategies to the country’s initial conditions (strategic fit with levels of development). I also suggest an evolving role for government and other partners, including the sequencing or phasing of investments so as to increase the role of private sector over time, as may be appropriate. Attention should be given to the development of dynamic governance, clearly articulated institutional mechanisms, and a competent cadre of e-leaders. The changing and complementary roles of various actors or stakeholders should be reflected in new strategic partnerships among public and business sectors and civil society. Incentives for change and innovation are also essential.
