Abstract: Abstract This chapter reviews and assesses the tax incentives framework for R&D in Qatar. It takes into account the low tax burden of the country, since Qatar standard tax rate on business activities is only 10%, as well as the various tax exemptions for R&D activities that are available in the Qatar Science and Technology Park (QSTP) and the other special regime zones (Qatar Financial Center and Qatar Free Zones). Using the B index, the chapter demonstrates that Qatar provides a generous tax treatment to R&D activities conducted by businesses. However, this preferential tax treatment will need to be reassessed in light of the recent developments on the international tax front, including, most notably, the possible introduction of a global minimum tax. The lower tax rates and tax exemption to businesses reflect the importance of R&D to Qatar’s government as a means to transform its economy into knowledge-based economy.
