Abstract: Abstract The paper focused on global and Russian trends in developing information and communication technologies (ICT) based on the adopted methods of strategic management. The results of the study were combined into four main groups: (1) transformation of human living conditions, (2) digitalization of the economy, (3) digital public management, and (4) digitalization of science. Using a set of expert assessments, we interpreted objective challenges in the form of opportunities and threats in digital technologies development. We also carried out a strategic analysis of the ICT industry development in Russia: its current state, the contribution to the GDP of Russia, the Russian share in the world market of ICT goods and services, and the degree of dependence on their imports were justified. Within the Russian methodology of strategic targeting, the following issues were identified: (1) the study of the state ICT policy since the 2000s; (2) qualitative transformation of target settings; and (3) strategic goals, priorities, and indicators of digital society development in Russia in the long term. It was revealed that state strategic priorities for developing digital technologies are aimed at the tertiary sector of the economy (social sphere and public administration). The development and implementation of digital technologies in the real sector of the economy is a matter of entrepreneurial initiatives. We analyzed the implementation of the strategy for the development of an information society in the Russian Federation until 2030 and the national program “Digital Economy of the Russian Federation” until 2024 on the main target indicators. We concluded a positive trend only for one out of three goals aimed at creating information and telecommunication infrastructure. Consequently, the priority task of developing the digital economy in Russia in the medium term is the import substitution of ICT-related goods.
