Abstract: Abstract This paper focuses on a flexible proposal for the creation and evolution of local innovation and entrepreneurship ecosystems, where the central and operational role is led by the university through an entity that operates the ecosystem (EOE). Its development, field research, documentary, and experience applied by the author were carried out to substantiate the proposal.
