Abstract:
Abstract Energy, more so if it is oil it gas, is a measure of national power it capability. The weight and strength of a state in international affairs depend upon the skills and resources it deploys to manage energy policy; more so, if it happens to be an oil-rich state. States formulate their policies and scholars thus analyse them accordingly in (geo-) political and strategic terms. Key questions in the context of Latin America and the Caribbean (LAC) have their own particular character, challenges and circumstances.
