Abstract:
Military operations are conducted in the presence of uncertainty, much of which is due to unpredictable enemy actions. The part due to the enemy is a different kind of uncertainty than not knowing, for example, whether a rocket will hit its target. In the case of the rocket, we are dealing with a device that itself has no feelings or desires about the outcome.
