Abstract: Abstract Although international law provides a legal framework which addresses cyber defense activities of nation-states, in practice this framework is applied little. More specifically, the implementation of these international norms into very basic national contexts is only just beginning, and the effectiveness of future cyber defense mechanisms will depend on the extent to which a state is willing to orchestrate a holistic understanding of cyber defense and its interplay with different institutional levels and society in general. We illustrate this potential with some areas where we believe extant international law and best practices could contribute to making national cyber defense efforts more effective.
