Abstract: Abstract According to the author’s understanding, developing a mega infrastructure construction management theory (system) is a complex project that involves the building of a knowledge system and then the promotion of that system. The core task is to adhere to the general rules for developing a theory, consider the essential elements of the theory and their logical relations with one another as the foundation, and then design and transform the theory (system) into a structure. During this process, it is necessary to identify the principles of thinking behind the theory system, the essential theoretical elements, the concepts and fundamentals that can be derived from these elements and concepts by logical judgment, and the basic abstractions that can be further extracted from the fundamentals of mega infrastructure construction. To form basic abstractions means to develop basic scientific questions. Although each of these steps is relatively independent of the others, they are logically related to the others. As a result, a complete structure of a theory (system) can be developed as follows: principles of thinking (category theory), substantial concepts, fundamental principles, and scientific questions.
