Abstract: Abstract Nowadays, National Safety and Security issues receive much attention in many countries. In 2007, the Dutch government approved a National Safety and Security Strategy based on a multi-criteria analysis approach to classify potential threats and hazards. The general methodology of this Dutch National Risk Assessment and the specific multi-criteria-based approach developed for it are presented in this paper. Five issues are discussed here: the objectives, requirements and criteria of the risk assessment; the multi-criteria methods used; the pluralistic weighting approach; the sensitivity and robustness analyses; and the outcomes of the Dutch National Risk Assessment.
