Abstract: Abstract The study aims to identify the determinants that affect the efficiency of production processes and personnel development as a key component of modernization transformations and the dominant factor of production in Industry 4.0. To solve this problem, a strategy for developing a lean organizational structure to manage a petrochemical enterprise is modeled using the production function proposed by Cobb and Douglas. The results of the analysis show that taking into account the achievement of total indicators for the petrochemical industry as a cumulative result, the efficiency of innovation activity expressed in the calculation of the shipment of innovative products per highly productive workplace will increase from 0.7 million rubles on average per petrochemical enterprise to 1.6 million rubles by 2024. The proposed methodology can be used not only at the industry level when designing lean management structures in the petrochemical industry but also at the micro-level for individual enterprises in the industry.
