Abstract: Abstract In the conditions of the modern crisis period, the priority of many governments, both at the national and regional levels, is to optimize budget expenditures. In this connection, considerable attention is paid to the efficiency of the authorities. The introduction of digital technologies allows the most accurate and transparent assessment of the results of their work. The use of the tool “polar indices” makes it possible to increase the accuracy of the assessment of the work of local authorities, as well as the efficiency of the decision-making process of regional self-government bodies. The polar index allows you to aggregate a larger number of multidirectional indicators. For analysis and processing, the software package uses only official statistical data, the indicators are divided into 3 subsystems: economic, social, and environmental. The result of the work of the program complex is the analysis of the dynamics of the state of the region compared to the base period, as well as the assessment of the effectiveness of regional management or simulation scenarios for the most effective management of the region at the lowest financial cost.
