Model of Human Capital Formation in the Context of Digitalization to Ensure the Economic Security of the State

Abstract: Abstract Without high-quality human capital, it is impossible to ensure the economic security of the state at the proper level, therefore, it becomes necessary to form a model of it that would ensure the achievement of the main goal of digitalization and would take into account the risks arising from the digital transformation of society. The development of such a model was the purpose of writing this work. To write this article, an analysis of the regulatory framework, opinions and methodological approaches of the scientific community regarding this issue, as well as modeling were used. The developed model includes blocks that reveal the relationship of human capital with modern processes; indicators of the state and development of human capital; modern requirements for it; new approaches to educational programs, to the level of education of professionals. In addition, the model takes into account the challenges of digital transformation, as well as potential threats to human capital from both digitalization and technological breakthroughs in general. The use of this model in building state policy related to the formation of human capital will make it possible to fully take into account all aspects of modernization that have both positive and negative effects on it.
