Abstract: Abstract In China, data has been incorporated into production factors, and data assets have increasingly become the engine to promote the total value and growth of modern enterprises. It is very important to build data asset bank in order to enhance the value of railway enterprises and ensure the future success. This paper analyzes the value and significance of establishing the data asset bank, summarizes and refines the “MDIPOV” framework, which includes six aspects: data management, data deposit, data integration, data process, data operation and data valuation. At the same time, in view of the current data valuation hot spot, this paper analyzes the five considerations of data value, summarizes and provides five valuation methods to meet the needs of different types of data. The above achievements will help railway enterprises to lay a good data base, scientifically accumulate data assets and effectively realize digital transformation.
