A Comparative Study on Synergy Degree of Human Resource Development–Take Marginal Cities in Zhejiang, Fujian, Jiangxi and Anhui Provinces as Examples

Abstract: Abstract Coordinated development of regional economy is a key issue in China at present, and quantity and quality of human resources are key factors that determine the development of regional economy. Based on human capital theory, system theory and synergy theory, this paper uses principal component analysis method to measure the degree of human resources development in four cities, and then makes a comparative study on the synergy degree of human resources development. Results show that there are differences in three indexes of the degree of human resources development in the four cities. Synergy level ranking (from high to low) is as follows: Quzhou City, Huangshan City, Nanping City and Shangrao City. Finally, the paper puts forward some policy suggestions on medical and health services, developing education, improving on-the-job training and staffing.
