Abstract:
Abstract When the government of President Fernando Collor de Mello initiated its administrative reform, a new institutional apparatus for making policy decisions regarding ethanol and sugar was established within a context of economic liberalization of the country as a whole, supported by the (new) Federal Constitution of 1988.
