Abstract: Abstract The process of deregulation resulted in various changes within the public sphere. Such changes included the dismantling of the Instituto do Açúcar e do Álcool (the IAA, Sugar and Ethanol Institute) and the creation of several new entities: the Conselho Interministerial do Açúcar e do Álcool (CIMA, Inter-Ministerial Council on Sugar and Ethanol), the Agência Nacional do Petróleo (ANP, National Petroleum Agency), the Associação dos Municípios Canavieiros e Agricultura Energética do Estado de São Paulo (AMCESP, São Paulo State Association of Sugarcane- and Ethanol-Producing Municipalities), and the creation of the São Paulo State Chamber of Commerce for the Sugarcane Ethanol Industry.
