Abstract: Abstract This chapter explains smart city governance. It views the smart city as a project and from this point of view it analyzes several widely adopted development frameworks. Moreover, it applies the PMBOK knowledge areas grouped in processes, to explore the smart city whole-of-project and support managers avoiding documented failures. Then, it approaches the smart city as an innovation, since the scope and the objectives of a smart city continually evolve based on emerging technologies and community challenges. Finally, it uses evidence from the energy sector to depict how new smart services can be deployed in a smart city. After reading this chapter, you will be able to answer the following questions: What does governing a smart city mean? What is the view of smart city as a project? What is the view of smart city project as innovation? What does smart city organization mean? What types of smart city organization schemas exist? Can you define service automation, service simplification, deliberation etc.?
