Abstract: Abstract Smart cities are a social, political, administrative, and technological phenomenon. The growth and consolidation of smart cities depends on sociotechnical conditions that implement 2.0 virtual platforms in specific sociopolitical and organizational contexts. To determine whether Spanish smart city Web portals facilitate fluid interaction between local administrations and citizens, we designed a study using heuristic test techniques to analyze Web portal usability in 20 Spanish smart cities. The objective was to identify the type and development level of electronic participation features on selected municipal Web sites.
