State Aid for the Agricultural Sector as an Instrument of Fiscal Policy Focused on Economic Growth

Abstract:
Abstract This chapter presents the conditions of admissibility of State aid in the European Union, taking into account the rules governing the specific aid instruments applicable to the agricultural sector. It offers an analysis of State aid granted by EU Member States, carried out under the provisions of the Treaty on the functioning of the European Union and the rules of State aid admissibility on the basis of the implementing regulations: there are de minimis provisions, one comprehensive block exemption regulation and one set of guidelines applicable to the agricultural sector. The considerations presented in this chapter aim to show the potential impact of State aid on economic growth among the EU Member States, which allocated public funds for the development of agricultural sector enterprises in the period 1996–2017. In the statistical part, a linear regression model was used, in which the size of Gross Domestic Product (GDP) was assumed to be a dependent variable (Y), while the size of State aid in the agricultural sector is an independent variable (X).
