Russia’s Place Vis-à-Vis the EU28 Countries in Digital Development: A Ranking Using DEA-Type Composite Indicators and the TOPSIS Method

Abstract: Abstract The aim of this paper is to assess the digital development of the Russian Federation vis-à-vis the 28 countries of the European Union (EU-28), applying the DEA-type Composite Indicators (DEA/CI) and TOPSIS methods on a dataset comprising the five principal dimensions of the European Commission’s International Digital Economy and Society Index. The paper demonstrates how the DEA/CI and TOPSIS methods can be used to provide a framework for ranking the 29 countries in our dataset in the absence of explicit input criteria or predetermined weights that are required by the classical DEA method and the European Commission’s scoring model. According to these rankings, the Russian Federation demonstrates respectable results in digital economic and social development relative to Eastern and Southern member states of the European Union.
