Abstract: Abstract This article reviews the recent literature on changes caused by the COVID-19 pandemic in all sectors of activity. Using data from the Eurostat database, we performed analyzes and made estimates on how human resources in the Romanian education sector reacted and adapted. With the emergence of the COVID-19, a part of the country has taken place or loaded into the European economy and a series of major and irreversible economic and social changes are taking place. The influence changes as it manifests itself in all areas of activity in terms of a smaller or larger activity. Obviousley, the major influence has been and still is that of active resettlment, in conditions of care almost in all areas of activity. Also, almost the entire activity is encouraged to be carried out from home, online platforms, and on this background, product or reduction of engines are effective in terms of low revenue generation. It is compulsory to reduce expenditure involving financial, human, and material resources for the use of current business. With regard to the Romanian education of the emergence, a decisive reorganization of the activity is applied, in a special way of carrying out the activity for human resources, by moving to the online environment, which must address in the future a perspective of training and creation of this resource, which we need to see below to be able to act (results), but with technological and digital skills. The main challenge is this efficiency and effectiveness of the human resources efforts (training, ongoing training, motivation, and creation) in terms of substantial measures.
