Assessment of the Production Complex Sustainability of Leading Industrial Regions of the Russian Federation

Abstract:
Abstract The article is devoted to the topic of sustainable development of the regional industrial complex as one of the necessary elements of the industrial policy effectiveness of the constituent entity. The purpose of the research is to determine the compliance of the level of industry sustainability of the entities with their position in the ranking of the production complex efficiency. To participate in the research, reference regions in terms of the level of industrial policy effectiveness were selected based on the corresponding official rating of the Ministry of Industry and Trade of the Russian Federation for 2022—Moscow, the Moscow region, the Republic of Bashkortostan, Krasnodar Krai, and St. Petersburg. The article provides a brief description of the industrial complex condition of each analyzed entity and data on the industrial production index in recent years. Next, the production complex of each region is assessed based on a comprehensive evaluation of sustainability parameters, including such groups as environmental, financial and economic, industrial and production, infrastructure factors, food safety factors, regional marketing, and social aspect. The ranking of the entity for each indicator is achieved through various ratings, statistical data, and other official sources of information. Then the authors interpret the results and form conclusions for each group of factors. As a result, the authors obtain a comprehensive assessment of the industrial complex sustainability for each region, based on the ratio of the sustainability scores received by the entity to the maximum possible value of this indicator. Next, the entities are ranked based on a comprehensive assessment of industry sustainability. The position of the studied entities in terms of the industrial policy effectiveness is compared with their position in terms of the industrial complex sustainability. As a result, the authors partially confirm their hypothesis that sustainability is an integral part of the regional industrial performance. However, St. Petersburg revealed a position in terms of sustainability that is significantly higher than its position in the ranking of the industrial policy effectiveness. Based on these data, the authors propose to expand the list of criteria for assessing the effectiveness of regional industrial policies toward indicators of sustainable development.
