State Financing of Siberia in the Context of Sustainable Development Goals

Abstract:
Abstract Sustainable development issue is in a current agenda for the development of territories and companies in any country. The article presents the results of a study of the state financing of the Siberian Federal District regions in the context of achieving sustainable development goals based on the Federal Treasury data. The Siberian Federal District occupies 25% of Russia's territory and has only 10% of the country's GDP, but at the same time, the population of the federal district is declining. The state budget expenditures on education, healthcare, social policy, national economy, and environmental protection for 2019–2021 in their absolute values of expenditures incurred and in relative indicators (expenses per capita, assessment of expenditure dynamics) were analyzed. The selected indicators made it possible to assess the state financing status and its dynamics, taking into account the population intensity of these territories. A comparison of the growth rates of the state financing in different parts of Russia and in the Siberian Federal District indicates the priority of other regions in the distribution of federal budget funds. The analysis showed that the financing in the context of sustainable development goals has significant differences across the regions of Siberia, and expenditures on environmental protection and the national economy are primarily subject to sequestration. A comparison of the ranking of Siberian Federal District regions by the level of the state financing in the context of sustainable development and the ranking of regions by sustainable development (data from the SGM agency) made it possible to identify regions with high and low efficiency in the use of budget funds.
