A chapter in Finance, Economics, and Industry for Sustainable Development, 2025, pp 325-339 from Springer

Abstract: Abstract The paper aims to present the key results of the study focused on public management development of North-West Federal District regions and assessment of sustainable development goals (SGDs) achievement based on the data analysis. Research objectives can be formulated as follows: to analyze strategic documents at national and regional levels for their relationship to SGDs as well as the state programs and socio-economic development strategies implemented in the above mentioned area to assess the integration of the United Nations Agenda 2030 in them and to define an integrated assessment of the level of sustainable development of the North-West Federal District (NWFD) in view of the principles of ESG. The study used data from strategic documents, state programs, projects of the country and regions, materials of the UN, Rosstat, rating agencies and others. The study includes application of statistical and economic analysis methods. The results of the study showed that most of the sustainable development goals are implemented in the above mentioned area, though, we should admit the implementation is still being conducted and there are some challenges such as lack of proper interaction between authorities, business structures and population in this area. Moreover, we face another challenge which is the absence of explicit recommendations (i.e. federal document) clarifying the mechanism of implementation of sustainable development goals within regions. The authors note irrelevance of traditional socio-economic model of development used. The reasons declared are the following: the fact that the model ignores environmental aspects and making management decisions in view of SGDs is not seen as acceptable for some key stakeholders of interaction.
