Capabilities in Nuclear Sciences, Entrepreneurship and Innovation Management: Combining Practices, Organizational Resources and Performance at CNEN’s TTO System

Abstract: Abstract CNEN conducts research and development (R&D) in nuclear sciences and applications in agriculture, industry and the environment. Strengthening technology transfer (TT) and promoting innovation are central objectives of the Brazilian legal framework for Science, Technology, and Innovation (STI). Technology Transfer Offices (TTOs) gained broader responsibilities, requiring more professionalized functions. This paper proposes a practice-based TTO model for analysing performance, practices and resources at CNEN’s TTOs. Based on interviews with managers and literature review, the model highlights five key capabilities: intelligence and key personnel, matching technology and market, active involvement, cultural change management, and knowledge management. These elements are critical to bridge “science” and “business” and improve CNEN’s innovation outcomes.
