Abstract: Abstract This chapter is devoted to the role of health capital in the human development system. However, the basis of the research is human capital. The main strategic positions in the formation and preservation of health capital that are used as an assessment of human development are listed. The concept of human development in regions of the Russian Federation is based on indices calculated by experts of the Development Program of the United Nations (PDUN). There are some main indices in this research. This concept was calculated together with a group of independent international experts. The obtained data are used with analytical developments and statistical data of national institutes and international organizations. For carrying out calculations, the correlation method using the Fisher statistics was used.
