Chapter Chapter 6 in Making Megacities in Asia, 2020, pp 87-112 from Springer

Abstract: Abstract Ho Chi Minh City is on the side of Jakarta and Manila. First, the national development strategies have not been clear and consistent; thus, Ho Chi Minh City has not been prioritized to promote the national economic development. Second, its budget is modest as the expenditure to GDP is only around 6–7%—a quarter of the national one. Third, the focuses have been more on short-term issues instead of strategic issues with clear visions. Fourth, the public entrepreneurship in HCMC has been diminishing over time. Fifth, the role of urban planning is not as expected. Finally, although the government structure is similar to Shanghai and Seoul, it seems not helpful for the development of the city.
