Abstract: Abstract This chapter emphasizes that the wide-ranging social, health, educational, and economic benefits of sports can only be realized if the proper structural, financial, and policy frameworks are in place. Therefore, sports development must be understood as a cross-sector societal task requiring coordinated action at the local, regional, and national levels. Against the backdrop of demographic change, migration, shifting participation motives, and financial constraints, creating these conditions is becoming increasingly complex. Research shows that sports infrastructure plays a central role. The availability, accessibility, and quality of facilities substantially impact participation, with notable regional and sport-specific variations. Public funding is another key factor, though its effectiveness varies by region and requires targeted, evidence-based allocation strategies. Additionally, campaigns and programs can enhance participation, but their effects depend on strategic design, accessibility, and alignment with target groups. Overall, sustainable sports development requires long-term investment, regional differentiation, stronger integration of sustainability dimensions, systematic evaluation, and closer coordination between sports, education, health, and social policies.
