Abstract: Abstract This book looks at the government of Azerbaijan (GoA)’s double approach to environmental governance and explores its asymmetric environmental policy (AEP). The GoA has made progress in curbing greenhouse gas (GHG) emissions, but has not taken appropriate measures to address the problem of oil contamination on the Absheron Peninsula. Why? The dynamics behind this policy divergence are investigated through the lenses of various relevant theories or assumptions. The AEP is explained through analytical observations derived from empirical data, both primary and secondary.
