The Brazilian System for Food and Nutrition Security: Tensions, Conflicts, and Paradoxes

Abstract: Abstract Brazil instituted a National System and a National Policy for Food and Nutrition Security which involves various government sectors dealing with the production, sale, and consumption of food, including agrarian, agricultural, environmental, and educational policies aside from the healthcare sector’s food and nutrition policy itself. This chapter analyses the process that took place between 2003 and 2020 involving the construction and transformation of the System, considering prior conjunctures and focusing on the linkages between civil society organizations and government sectors that enabled virtuous political movements and significant achievements. It also presents signs of progressive dismantling, reconfiguration of governmental priorities, and reactions from civil society, highlighting the articulation of political coalitions aimed to neutralize the advances of the Food and Nutrition Security Policy and System.
