Chapter Chapter 8 in External Influences and the Educational Landscape, 2013, pp 113-125 from Springer

Abstract: Abstract In response to the question—to what extent do you think that data guides policy?—the Minister of Education indicated during the interview that “we are moving from research into development programmes. You need a lot of data to be able to plan development—on all fronts. […] So, it is a necessary factor that research must guide”. Direct policy dialogue participation in 2010 revealed that this view is in line with those of other senior government officials in Ghana, such as the Deputy Minister of Education, who highlights the necessity for “research findings to have policy relevance for service delivery”. Addressing this issue is the central aim of this chapter, while it shows that many of the current policies and programmes are not driven by data analysis.
