Abstract: Abstract Japanese cities are facing the problems of modern society such as aging, environment, land, housing and transportation. On the other hand, in China, while the solution of the three agricultural problems and the construction of new rural areas are listed as important policy issues in the midst of rapid economic growth, the pressure of urban development is extremely strong. However, recent studies have reported that residents’ creativity is one of the important factors for urban development. In other words, it is possible to increase the amenities of the city (the attractive factor of agriculture from the aspect of enjoying multi-functionality) by promoting urban agriculture to attract the people with high creativity and productivity. And those highly creative people have the potential to solve social issues in the region and contribute to the sustainable development of the city by engaging in social business. Therefore, the purpose of this study is to elucidate the mechanism that creative people with high level of social entrepreneurship solve regional issues through urban agriculture as a social business and contribute to sustainable urban development. It will mainly focus on the megacities, Tokyo (Japan) and Shanghai (China).
