Abstract: Abstract The decision-making process at the strategic level is always related to limitations of resources, time and/or manpower. It is naturally encoded in the crisis definition. This fact defines the choice from the available Artificial Intelligence (AI) algorithms and frames. At the moment for the upper-level decision-making, a game AI algorithm should be used. It is related to the impossibility of preventing losses during a crisis situation or disaster. The game AI is trying to find the best course of action despite the minor losses during the management process. The Article is focused on explaining what is crisis management, why is it so important the identification of the crucial components, algorithms and procedures of the crisis management. It tries to train an algorithm to find synergetic combinations and coordination in a limited list of units and activities/services. The article offers an overview of a reference architecture and a technical testing platform, developed by the CMDR COE, which aim to enable rapid and effective planning for crisis, disaster and climate change response. These tools leverage simulations of NATO crisis management and civil protection that may also be used in non-military operations. The incorporation of an AI in the integrated Development Environment is currently under development. In this context, the establishment of simulation units that enable the exchange of data of disaster-related events in a HLA environment and the simultaneous transmission of this information to military (NATO and national) and civilian C2 systems was an outstanding result of the technical performance.
