Abstract:
Abstract The common thread in the papers presented at this session is that too narrow a view of fiscal equalization grants can be misleading or dangerous. It is necessary to look at fiscal equalization in a broader setting and to integrate a number of additional mechanisms, objectives, and instruments in the design of an equalization grant scheme. This message is reinforced by the fact that one of the the presenters who made a career —and a bright one—-in the equalization grants business chose to speak not on equalization grants stricto sensu, but on related issues.
