Abstract: Abstract In general terms, this paper explores the idea that good governance is the Key to harmonizing the objectives and outcomes of intergovernmental transfers. In this context, good governance is the active participation and engagement of citizens in the planning and budgetary processes at the bational, but mostly at the local levels, together with an accurate determination of the capacities of such levels of government.
