Abstract:
Abstract Dr. Wesley Kaplow is the CTO of Polar Star Consulting, a small company (approximately one dozen people) located in the Washington, DC, area. The company provides information technology solutions to the United States government where it distinguishes itself by eliminating network and information systems constraints to accommodate new applications critical to government operations. Dr. Kaplow has developed solutions for a broad range of requirements, from special facilities-based regional and nationwide networks to the latest in Ethernet technologies and network operations services. He is experienced in understanding the customer’s mission, creation and analysis of customer requirements, system engineering, vendor selections, complex program management and implementation processes, and mission critical operations support. Prior to his current position, he spent ten years as the CTO of Qwest Government Services (Qwest is now CenturyLink, which is the third largest telecommunications company in the United States; Qwest began doing business as CenturyLink in April 2011). In that position he provided the technical vision and leadership for that organization and their customers, among other things. Prior to Qwest, he spent ten years as a member of the technical staff at Lucent Technologies/Bell Labs.
