Chapter Chapter 13 in Safeguarding Homeland Security, 2009, pp 149-157 from Springer

Abstract: Abstract The Delaware Information and Analysis Center, Delaware’s fusion center, began in 2005 to analyze information and data to thwart terrorist and other criminal incidents. It is unusual because law enforcement members are joined by agricultural, transportation, and health experts among other participants. The National Guard also participates. The private sector, including the banking and finance industry, is heavily involved in the activities of the Center. The fusion center has a “tip line” and is helped by the uniform reporting system employed by all the law enforcement agencies in the state. The Center was instrumental in de-escalating the action plans by fusion Center stakeholders after a 2004 crash of a US Airforce C-5 transport plane.
