Chapter Chapter 23 in Safeguarding Homeland Security, 2009, pp 253-259 from Springer
Abstract:
Abstract Mayor Daley of Chicago established a Joint Operations Center that houses both officials from federal, state, and multiple jurisdictions in the region and the various Chicago’s agencies. In addition, Chicago has an incidents Center that deals with more limited cases and is associated with JOC. It has also a mobile unit that can be dispatched to specific sites and has two satellite dishes, mobile radio capacity, Wi-Fi computer access, independent cell tower, and over 100 telephone lines. JOC controls the surveillance cameras spread throughout critical locations and the Intel Cell database that includes floor plans, demographics, and other macro- and micro-information that is needed in emergencies. The JOC deals with large-scale emergencies, pre-planned mass events, and has proven its success.
