Abstract:
Abstract This chapter details the use of the private market to prepare for and respond to disasters. A survey of Israeli citizens was conducted to determine their “readiness to pay” for services provided free by the Home Front Command. About one-quarter to a third said they were ready to pay for additional quality services such as assuring their safe room could handle a chemical or biological attack. Age and ethnic-religious status affected the readiness to purchase. Also, private companies were paid to provide equipment including buses for emergencies. Volunteers such as a civilian watch group and reserve medical workers play an important role in homeland security. Since so many Israelis have military training volunteers, even unorganized, play important roles in emergencies.
