Chapter Chapter 15 in I Want to be a Mathematician, 1985, pp 349-399 from Springer

Abstract: Abstract How should chairmen be selected? At many universities, perhaps most, the mathematics faculty of ten people, or a hundred, selects its chairman by election. At the same time university regulations or traditions say that the chairman is not elected but appointed by a dean. The contradiction is resolved by a legal fiction: the department tells the dean the result of its vote, and the dean, thinking deeply, appoints the winner. In theory he could appoint someone else, but in practice he wouldn’t dare.
