A chapter in International Mathematical Congresses, 1986, pp 6-7 from Springer

Abstract: Abstract International congresses are now traditionally held every four years; however, the constitution set down at Zürich provided three to five years between congresses, since it had already been decided that the Second International Congress of Mathematicians would be held in Paris in 1900 to coincide with that city’s Exposition universelle and the end of the nineteenth century. A thousand mathematicians had indicated that they would attend; but for a multiplicity of reasons, including fear of crowds and high prices, only 229 actually put in an appearance in August at Paris, just 21 more than had been at Zürich.
